SILVERDALE PARISH COUNCIL

MINUTES OF PARISH COUNCIL MEETING held on

Thursday 9th February 2017 at Silverdale Library, High Street, Silverdale at 6.30pm

 

Present:

Councillors:  Mr. Henryk Adamczuk-Chair (HA), Mrs Sue Durber (SD), Mr Matthew Melvin (MM),  Cllr Mrs. Amelia Rout, (AR),  Cllr Gareth Snell (GS),  Cllr Chris Spence CS (CS)

The meeting was bought to order at 6.35pm.

 

  Public Participation:

There were three members of the public present and one of the issues raised was discussed as part of agenda item 29/17.

The second Parishioner raised issues regarding parking in the vicinity of 378 Silverdale Road. White lined parking bays had been installed. However the spaces were too narrow and often meant that driver and passengers alighted into the road. The second issue was that residents in the block were parking their cars in the spaces rather than local residents who lived there. It was agreed that GS and CS would compose a draft letter to post through the door of the block requesting that the marked bays on Silverdale Road were left for the use of local residents. It was also agreed that the Clerk make a request to David Greatbatch in Staffordshire County Council to have the bays widened.

The same Parishioner also raised the issue of the offensive smell coming from the Marl Hole landfill.  It was requested that the Clerk contact Red to enquire how the smell is to be dealt with; also the Clerk to contact the relevant section in Staffordshire County Council to ascertain what permission had been granted to dispose of what type of waste and has this been adhered to.

The third Parishioner enquired whether anything could be done about a huge Ash tree that was becoming a nuisance on the boundary of the allotment site and the golf club. It was located at the back of allotments 18/20. Parishioner to confirm with the Clerk so the Clerk can raise with NBC.

21/17 To receive apologies (in writing to the Clerk) –), Mr. Jan Siery, Mrs Casey Scarlett, Mr Peter Rout, Mrs S Snell, Clerk – Mrs C Withington.  

 

22/17 To resolve that the minutes of the SPC meeting held on 12th January 2017 are correct and for the Chair to sign (copy attached)

 RESOLVED the minutes be signed as a true and accurate record.

 
23/17 To receive an update from Gemma Bee of Gemma Bee Operations and Finance Director, Business Enterprise Support Limited regarding Silverdale Library.

Ms Bee had sent her apologies and requested that she attend the next meeting in March; an e-mail report had been circulated, It was agreed to invite Ms Bee to the next meeting

24/17 To receive an update from Mr. Mick Stevenson from Aspire regarding estate management on Park site and other Aspire related issues.

A representative had been unable to attend. However, an updated report had been circulated prior to the meeting.

 
25/17 To note the latest position with regards to Pepper Street Crossing.

This agenda item was taken at this point in the meeting so as to enable those present to watch 3 short video clips all taken between 8:10-8:35am during term time opposite the junction of Pepper Street and Scot Hay Road. The videos had been taken by a local resident who was present at the meeting. Many near misses were observed where drivers approaching the roundabout were travelling too fast, cutting straight across the roundabout or negotiating a right turn at the roundabout by cutting in front of it and therefore ending up on the wrong side of the road. All present were concerned that a fatality would occur at the location. It was suggested that the following steps could be taken to address the problems:

 

 

 

 

 

 

 

 

 

  • Raise the roundabout so it is clearly a roundabout and drivers would not drive over           
  • Re-paint the arrows on the roundabout that are now faded.  Introduce safety bollards at the entrance of the roads thus forcing drivers to  negotiate the roundabout and not cut across.  
  • Introduce measures to reduce the speed of approach e.g. chicane project. It was also noted that it would be useful to get the Community Speed watch Volunteer  

project off the ground again.                                                                                               Clerk

RESOLVED, that the video evidence be sent to the following agencies:                       Local Police Constable and Police Community Support Officers.              

  • Appropriate Highways Officer at Staffordshire County Council.           Staffordshire County Council Cabinet Member with responsibility for Highways.    
  • County Councillor for the Silverdale area.  

SPC wished to stress that this was a significant highways issue and that a fatality was highly  likely in the future unless action was taken. Parishioners had made SPC aware of their  concerns on a number of occasions and it was Staffordshire County Councils responsibility  to take action to ameliorate the problem.

It was noted that the vacancies for the crossing patrol positions had not been filled as there Clerk had been no applications. Clerk to check with SCC to ascertain the following from SCC:

  • What is the timeline for re-advertising the post so SPC can facilitate local advertising?
  • What alternative measures will be put into place if no one applies for the position?

 

26/17        To approve comments for the following Planning Applications (please click on the link to       view):

Change of use to convert existing commercial premises (A2) into a HMO comprising 6  bedrooms with facilities and communal areas 11 – 13 Church Street Silverdale Newcastle Under Lyme Staffordshire ST5 6JQ Ref. No: 17/00040/COU

SPC had no issues with the general concept of commercial premises reverting back to residential use. However, it wished to object to this application on the following grounds:

  • Parking issues-the proposed development is a house of multiple occupation (HMO) and there is no space for further vehicles in the road. SPC wishes to point out the potential hazard of access and egress been being blocked to Jollies Field with parked vehicles.
  • The density of HMO is out of character with the rest of the street.
  • SPC further notes the small size of e.g. bedroom 5 at 6.5sqm and believes this project does not provide good quality accommodation as required by the local area.

27/17 To consider setting up a youth computer club project on Park Site. Deferred to next meeting. Next agenda
28/17 Responses to Precept notice leaflet and confirmation of Precept for 2017/18 (noting the outcome of the S136 grant reduction by 25%) – see Appendix A

The whole Parish had received leaflets in a short space of time. Few comments had been received.   RESOLVED to reaffirm the decision taken at the January meeting to increase the precept from £11.98   to £18.92 (annually per Band D property) as per Appendix A.

 

 

 

 

 

 

29/17 To receive an update from the Borough Councillors and County Councillor  There was no County Councillor present.

Borough Councillors:

•       Most of the time had been spent preparing the 2017/18 budget.

•       Some planning work had been done for Britain in Bloom on a regional basis.

•       There had been some issues with refuse collections in a small area of the Parish.

•       Several requests for road signs had been made.

•       Residents in Park Site had requested that some pre-emptive maintenance work on the grass verges be undertaken with Aspire.

•       There had been some small scale fly tipping again on the old mineral line.

 

 

 

 

 

 

 

 

 

30/17 To note the planned meeting of agencies (fire, police, NBC, Keele Parish Council) to discuss a campaign to raise awareness with young people of the dangers of the underground fire site at Pepper Street

To consider any grant applications (SPC Grant Programme £1251)

An application had been received and previously circulated from Park Road Allotment Association for a traffic mirror to be purchased and installed opposite the entrance gate to enable a safe and secure exit on to the road.

RESOLVED to award the sum of £165.50 to Park Road Allotment Association.

32/17 Setting up the Grants Sub-committee   – Mr. H Adamczuk

It was agreed that HA, SS, CS and MM form the working party and that HA would work with SS to set up the first meeting.

33/17 Miner’s Monument and the HLF bid – further update on the brief for community engagement– Mr. H Adamczuk

Elise Turner had offered to meet with HA and Sue Moffat to discuss the missing brief for the community engagement aspect of the project. HA and CS to meet with Sue Moffat prior to meeting Elise.

34/17 To receive an update on the Miners Wheel relocation project (Tesco outcome expected end of April)

Groundworks will notify SPC once processed and then put it in the shop for the voters to vote.

 

 

 

35/17 To consider schemes for the Lengthsman Scheme 2016/17 (£489 remaining) 

The issues with the tipping of grass cuttings in Kinsey Street culvert were noted. It was anticipated that the re-commencement of the brown recycling collection would help the situation. It was felt that the culvert needed one more clean this financial year. RESOLVED to approve a further clean of the culvert this financial year.

36/17 To consider the font size and distribution of the Parish newsletter 

Following the success of the distribution of the budget leaflet to all households it was felt that the distribution of the Parish Newsletter could be done in the same way. The Clerk to find a cost for producing 2,600 newsletters. The font needed to be larger.

HA to attend the Mayors Spring Ball.

It was noted that the Partnership of Western Communities LAP were progressing phase 1 of the project as there was concern that funding would be lost as one funding pot closes its applications in April 2017-the project is led by Robin Wiles from NBC.

HA had received a question on Face book re Councillor attendance, grants to community groups and accounts breakdown. The question /comment had been removed by the person. It was agreed that HA post a general reminder to all Face book followers that details of meetings and accounts were all available on the web site.
