MINUTES OF PARISH COUNCIL MEETING held on
Thursday 9th March 2017 at Silverdale Library, High Street, Silverdale at 6.30pm

Ms Gemma Bee, Operations and Finance Director, Business Enterprise Support Limited regarding Silverdale Library
Gemma attended to update the Parish Council on the progress made since BES took over the library in January 2017. The lease is for 5 years but there is the option to have it for longer. Gemma stated that there are plans to encourage older children and youths to use the facilities, along with business startups and community based health services. There are 15 volunteers who help including students from Keele. There is a need for more volunteers to cover Monday. The cost to hire the room for the day is £20. The clerk suggested that community chest applications may be available to help with the startup cost of youth club and purchase of games consoles etc. |

It was RESOLVED that the draft proposals were considered as being acceptable

Variation of condition B8 of planning permission 06/00337/OUT to vary number of local and neighbourhood and informal play areas (Outline planning permission for the erection of buildings for residential and community uses, with all matters of detail reserved for subsequent approval with the exception of the access points into the site from Scot Hay Road) Former Silverdale Colliery Scot Hay Road Silverdale Newcastle Under Lyme Staffordshire Ref. No: 17/00097/FUL
The Parish Council resolved to object to this application on the following grounds:
There is insufficient play equipment on the development, with only 1 play area (LEAP – aimed at children who can go out to play independently) at Piren Green. This is also locked and inaccessible to the children. There are reported issues that due to the layout and design of the equipment it creates an opportunity for individuals to overlook neighbouring properties and could have been better designed to avoid this problem.
Nonetheless it is part of the planning conditions that the developer is to provide 2 LEAPS (aimed at children who can play independently), 1 NEAP (aimed at older children) and informal play as part of the overall design of the development – and planning permission was granted on that basis. This was considered in the interests of the overall scheme in terms of sustainability. This is still considered to be an integral part of the overall development to promote good health and wellbeing in the community. The site completed over five years ago, and there is still the outstanding requirement to fulfil this condition which requires prior approval of NBC. It is unclear if Condition B8 – provision of play facilities received prior approval from the Borough Council before installation of the 1 LEAP. There is no record of this on the NBC planning portal only the football ground.
There is no other option for play facilities without children having to cross either Scot Hay Road to access the play area on Parksite (10 mins), or BOTH Scot Hay Road AND Pepper Street to access the play area off Underwood Road (10 mins), or the busiest road in the village, the High Street, and also walk for 20 minutes to get to the play area at the Racecourse. The Parish Council therefore feel that the developer should discharge the outstanding planning condition to provide the full requirements as agreed – which should be provided in accordance with the FIT Six Acre Standard for LEAPS and NEAPS.
Additionally, the current play area at Piren Green should be redesigned with the input of the Police Architectural liaison officer to design out the issues, and any further play equipment. Piren Green could be opened up during the day and locked in the evening after dark – with the help of a local neighbourhood watch group.
It is also unclear from the plans provided where the intended LEAP play area would have been installed as a result, and how this fits within the overall play provision alongside the others on the development.

45/17 Consideration of setting up a youth computer club project on Park Site – Ms C

Considering the library plans to encourage youths into the facility, CAS suggested CAS she would liaise with Gemma about a computer club.

Matthew Ellis Police and Crime Commissioner – To provide a response to the consultation on Safer, Fairer, United Communities Strategy 2016 – 2020 closing date is March 24th 2017 – See appendix A
HA suggested that there needs to be adequate funding to back up the broad claims made in the strategy. There does not seem to be any reference made to traffic
enforcement and road safety priorities. Additionally, the PCSOs have little or no
powers and should be empowered so that they can at least issue traffic penalties. The Parish Council also believe that more should be done to work with other partners such as Stoke on Trent City Council to be more effective to tackle parking
problems. RESOLVED to submit these comments. Clerk
HA congratulated GS on behalf of the Parish Council, on his recent election as Stoke on Trent Central MP. GS left the meeting.

To receive an update from the Borough Councillors and County Councillor
CS reported that the mineral line is being cleaned up due to dog fouling. Enforcement will also be used where people as seen allowing their dogs to foul without cleaning up. There had been missed collection of recycling at Coppice Avenue due to access issues. A sports festival is being held at Roe Lane in May. |
| Council tax is being increased by £5 per Band D. It was not clear if the S136 budget had been reduced by 50% or 25%. |

To note latest position with regards to Pepper Street patrol crossings vacancies and concerns regarding mini-roundabout
Mr Siery is to put the two Pepper Street vacancies on Facebook to encourage applicants. Clerk is to send the vacancies onto the school and produce an advert for CAS. GS/CS to provide the video evidence of the problem roundabouts to the Clerk on a memory stick. |

To note the outcome of the meeting of agencies (fire, police, NBC, Keele Parish Council) regarding the underground fire site at Pepper Street – Mr H Adamczuk
HA provided an update of the outcome of the meeting, and the background to the fire. The site is lacking in public safety notices, which is now owned by Keele Homes. It was RESOLVED that the Parish Council work in collaboration with Keele Parish Council. It was also noted that there were health issues caused by the Sulphur from the underground fire at the top of Park Site. NBC are leading on a schools campaign to raise the dangers of the fire. Clerk to contact NBC to ask for the information, so that it can go on Facebook, in the shop at Park Site and in the school bags. Clerk is also to ask NBC if there are any further developments with the security of the site. Request to be copied to Keele Parish Council. HA to draft an interim leaflet about the dangers. |
