MINUTES OF PARISH COUNCIL MEETING held on Thursday 9th December 2021 at Silverdale Library at 6.30pm

In attendance – One member of the public was present.

The meeting was brought to order at 6.30 pm. There was one member of the public present.

272/21 Public Participation:  – 

The member of the public present observed the meeting.

 

 

273/21 To receive apologies (in writing to the Clerk) – Apologies were received from Cllr A Sutcliffe (AS), Cllr A Rout (AR). The resignation of Cllr Tina Spence on 22 November 2021 was noted.  
274/21 To resolve that the minutes of the SPC meeting held on 11th November 2021 are correct and for the Chair to sign at the meeting. It was RESOLVED to approve the minutes which were signed by the Chair.    
275/21 Declaration of Disclosable Pecuniary interest in any item on the agenda To note Dispensation granted to Chrissy Mrozicki to discuss (only) the Acres Allotments and not take part in decision making that affected her tenancy.

Winter Newsletter – to budget and responsibilities re Local Plan

The Local plan deadline for comments has been extended to 24 January 2022. HA has drafted a newsletter covering the most important issues contained in the “Issues and Options” consultation paper and to inform residents of the issues and selected leafleting which is taking place in January. The newsletter will be uploaded onto SPC website and SB was asked to arrange for the design of the newsletter.

Silverdale Library now has 10 hard copies of the Local Plan and residents are encouraged to submit comments either online or in writing to the Borough Council.

277/21 FYI only Silverdale Sidings – update regarding S106 – Planning committee met on 7 Dec and the item was on the agenda. No further update was recorded in the public agenda. HA
278/21 Mining Monument progress (HLF bid) Project end November 2021 – Sarah Bonam 

1.     To receive an update on the final community engagement activities – budget and programme (£19,443.23 left to spend with £19,955.00 committed to be reviewed by SB)

2.     Update on engagement activities planned:

a.     Website creation. The website has been created and is awaiting content from SB.

b.     Lantern Parade 13 Nov. The event was well attended with positive feedback received.

c.      Lighting up the Parade Christmas Trees 3 Dec and Miners’ Tribute 5 December. The event went well with over 80 people attending and positive feedback had been received.

d.     January 2022 as a possible Weekend Exhibition in Silverdale as concluding Event. Apedale would like to help with the event. NVT would like to link in with the mini pit disaster in Lidice.

e.     Tribute was on the shortlist of three for MARSH Award Sculpture Conservation from 8.30pm tonight (9 December virtual event). SB notified the Parish Council that Plowden and Smith who had undertaken the refurbishment work on the

Mining monument had been awarded the First Prize in the Marsh Award for the Mining Sculpture. This is an award for excellence in public sculpture.

3.     To consider a quote for legal costs SCC to progress the Borough Council’s agreement to the asset transfer of the monument.

4.     To note delegated authority used to pay any invoices received in between meetings in accordance with the approved amounts).

279/21 Homeworks update and jobs 

1.     The response to requests to clear Silverdale Park and Miner’s Tribute and finalize the list of jobs. HA had reviewed the list of jobs. DP had asked for the leaves around the tribute to be cleared.

2.     Higher Horizons initiative (AS). Homeworks have confirmed his is not going ahead.

 
280/21 Local Plan consultation and Keele/Silverdale Growth Corridor 

1.     Borough Council Plan Consultation 1 Nov to 24 January 2022 Issues and Strategic Options.

Extended until 5pm on Monday 24 January 2022

2.     Problem of Accessibility of Local Plan Documentation to partially sighted people and need for paper copies for those without access to suitable IT devices. This matter has been addressed by the borough council.

3.     Winter newsletter focus on consultation to get more awareness and encourage local responses. See item reference 276/21 above.

4.     Save Our Green Space update. The updates are showing on SOGS website. A demonstration at Castle House on 17 November was fairly well attended. There had been some local interest and the matter was reported in The Sentinel.

281/21 Update if available on Christmas Tree on the Borough Council car park at Parksite (approved budget is £500) 

To receive an update on the Christmas trees and illuminations. A 2m living tree has been set up in the Lower Parade. CJ had sourced this from Keele Christmas Tree Farm along with lights and batteries. The tree is to be planted in the Lower Parade for future Christmas times. The Christmas tree on Park Road had been decorated and the “place a bauble” initiative to thank the NHS had been encouraged. HA had organized the lights and the switch on at Upper Parade. On Christmas Eve Silverdale Methodist Church were arranging for a brass band and puppet show on the Parade.

Lights were to be put in front of the store at Parksite.

282/21 To consider a fee quote for legal costs to extend the lease to include the additional site (plot numbers 45-80) at the Acres Allotments (note additional legal/site remediation/Knotweed costs) 

To receive feedback on the advice taken from a specialist lawyer regarding the legal agreement. Awaiting legal advice.

1. To consider an application from St Lukes School for books – to follow.

No application has been received.

 
284/21 GDPR (Standing Item) – INFORMATION ONLY

Subject Access Requests/Information Security/Data Breaches – reminder.

There have been no breaches.

 
285/21 To consider a quote 

1.     To install a new noticeboard at the library (to be circulated) and to install (note:

may need permission from SCC/Highways).

2.     To consider a special memorial sign for the noticeboard.

HA had passed a noticeboard brochure to AS.

286/21 To consider a request to install additional benches for the Mineral Line (Jake Wu).

It was agreed not to pursue this matter for health and safety reasons.

287/21 To consider a quote from Steve Hough for a bench and seating audit in the Parish. A quote had been received and it was RESOLVED to approve the amount of £60. DP to ask Mr Hough to go ahead and also to refill the grit bins. All
288/21 To receive feedback regarding the road accident involving a schoolchild outside St Luke’s Primary Pepper St/Police response.

A letter is to be sent to the Headteacher of St Luke’s asking how the parish council can help with speeding issues outside the school. Mike Barr of “20’s Plenty” is to be invited to a SPC meeting to give a presentation on speeding control measures.

289/21 To approve the Payments schedule and to note receipts and budget update – Appendix A.

It was RESOLVED to approve the payments. The budget report was noted.

 
290/21 To consider the budget setting for 2022/23.

Budget 2022-23

Report of Sub Group (AR,HA and LL) including new projects for Silverdale Park Bowling Green and Tennis Court and legal advice on the feasibility of a Neighbourhood Plan HA,AR and LL met in November to discuss the budget setting for 2022/23. The available funds of £29k has not changed. There have been savings in some areas with the main saving on Homeworks. The Miners’ tribute is still to be completed with expected expenditure level. The meeting discussed the possibilities of new projects in the park including new uses of the former bowling green and tennis court.

Legal advice is to be sought on the feasibility of producing a Neighbourhood Development Plan given the rapid progress of the Borough Council’s standalone Local Plan.

292/21 Walley’s Quarry Ltd Landfill 

1.     Walley’s Quarry Landfill updates on Parish Council website and social media.

2.     Update from Liaison Committee. HA will circulate the minutes. The next meeting of the Liaison Committee is 13 January just before the next parish Council so reps HA and CJ will not be able to take part. HA would report further on how to tackle this.

3.     Silverdale PC Ombudsman enquiry against Environment Agency Chair update. There remains an issue about case of the 5-year old boy. HA is corresponding with the MP regarding concerns over the Environment Agency actions. The landfill still

smells. HA has tried to progress the issue of raw sewerage going into Silverdale Brook. HA has also raised the matter with Cllr Huckfield who is involved in these issues.

Work to cover the landfill is complete and all planned wells have been sunk. Air quality monitoring at 4 stations will continue until March 2022.

The Skate Park/Miniwheeels projects has been virtually completed including intensive neighbour consultation and user involvement.

A date for the completion of the skatepark has not yet been given.

295/21 To note the outcome of the Allotment accounts year ending 2020 for Acres – outstanding issues to be resolved – To be reviewed.

The meeting thought Dereck Huckfield should be invited again.
