In addition to the reports (pp. 190-193), RA reported the following: a. The Walley’s Quarry public drop-in meeting is taking place on 20 June 2-7pm. There had been a spike in odours at the end of April. The eastern flank of the quarry is causing issues and will now be permanently capped. b. RA had contacted Groundwork about the waste bn on Butters Court. The matter was resolved. The dog waste bin on Ilkley Place had been replaced. The bin on Parksite is to be removed as it is being misused and vandalized. c. The shop unit in Bath Road will remain as a retail unit and work will commence at the end of the year. The bus stop will be moved further down Bath Road. d. A legal case is underway regarding Silverdale Sidings. e. Potholes had been reported. f. A briefing update for Borough Councillors on the Local Plan is taking place on 15 June. RA left the meeting at 6.56pm In addition to JB’s report HA added: a. JB is arranging a Get into Walking and Cycling event at the Wammy in addition to the Health and Wellbeing Day at the end of August. |

HA had redrafted a letter to NBC. To be circulated to Parish Council members. Parish Councils cannot initiate an investigation by the ombudsman however individual residents can. Residents have made complaints to Aaron Bell MP who could refer these to the Ombudsman if the complainant was not satisfied with the outcome and the complaints system had been exhausted. HA to write a letter to the library staff member who has been cleaning the graffiti off the mast in thanks for the work done . |

NBC Cabinet on 6 June had published the Draft Local Plan. Previously HA had circulated a 2 page summary with key points (see below)and an 8 page report . The lion’s share of new housing allocation was in Silverdale (1,170) a small amount overlapping with Keele Parish (c90 houses). In addition, an area close to the University for a large estate. Population numbers had been misquoted. HA to look at the country park calculation. HA to circulate a document for public use following discussions. b. Save Our Green Space and Keele PC update No further update. c. Audley Parish Council Petition Update Audley Facebook Group (PAPG) meeting is taking place on 13 June Chair HA will attend to find out the extent of a consensus across different parish organisations including SOGS. d. NULBC Urban Tree Planting Strategy 2023 Keele Golf Course Complaints have been submitted concerning lack of notice and local advertising of the tree planting programme. e. Consultation with Planning at Silverdale Library June 2023 The Draft Local Plan consultation commences on 19 June, for 8 weeks ending on 14 August. A consultation for residents of Silverdale and organized by the Planning Department is taking place at Silverdale Library on 22 June.
CHAIR’S REPORT ON THE LOCAL PLAN BACKGROUND Newcastle under Lyme Draft Local Plan was published on 23 May as Appendix 1 of 5 documents on the council’s Cabinet Agenda and consultation arrangements cover 8 weeks from 19 June to 14 August. On 6 June, Cabinet approved the Draft Local Plan without a debate. The lack of an opposition at cabinet and the delay in publication of important consultant reports (such as the Green Belt Assessment 2023 until 20 June) put the parish council at a considerable disadvantage in responding fully. Other wards in Newcastle under Lyme might welcome the proposals. I set out the main implications in the current documentation and offer a road map of the next month for actions of the parish council in advance of the consultation and forward to the Event on 1 July. IMPLICATIONS FOR SILVERDALE The extent of potential development on the former golf course together with agricultural land at the edges has resulted in an allocation worse than expected. It is so large no single other area could cope with a transfer of the numbers.
SP11 Former Municipal Golf Course Around 900; SP12 Site off Glenwood Close Around 70 on a new site 2 ha (privately owned) outside the golf course; SP23 Land at Cemetery Rd/Park Lane Around 200 this is a site previously included, not council owned, covering agricultural lane in the green belt; 1,170 in houses total (About 31% of all the residual land supply) on the former Keele Golf Course.
SP2 Cheddar Drive Around 8 houses as part brownfield site, Bath Road scheme at Parksite. SP22 Former Playground off Ash Grove at St Luke’s Close. Around 36 units. OUR RESPONSE Silverdale Parish Council should object in principle only to development on the green belt at the former Golf Course site and seek support of parished councils and non-parished wards where there is green belt land identified in the allocation. Justification for this position in general is 1 The housing need figure for Newcastle under Lyme does not reflect the fall in population over 2011-21. Understanding why the expected increase in population to 130,000 did not materialise as a vital part of understanding the trajectory of household change. The Census count for usual residents was 123,300 (below 2011). The housing need number could be challenged at Planning Inspection with Census data carefully analysed. There is no certainty that a challenge on that basis will succeed.
The new Masterplan name should include ‘Silverdale Masterplan’ in the title to reflect local wishes. RISKS That in the period until approval by the Department of Levelling Up Housing and Communities, including Planning Inspection the ability to influence the development might be impaired. This is due to the fact the borough might not have five years supply and developers will be able to challenge decisions at planning committee anywhere in the borough. As a result, any support we have previously would evaporate. If approved at the final stage, parish council will want to be consulted in decisions on points 2,3 and 4. (Point 1 is a technical potential deficiency.) There is a fine balance to be struck between outright opposition on the rational grounds set out and willingness to discuss alternative, limited development on grounds of transport and other infrastructure costs. An event is to be arranged for Friday 1 December 2023 at 6pm. DP to contact Aspire to locate the Christmas lights. CJ to arrange Santa’s visit. LL to arrange the brass band. A sub-committee was set up including CM, CJ, LL, AS, FH, JC and a Zoom meeting is to be organized in August.

Rupert Adcock Parish Council report June 2023
Walleys Quarry
The EA have sent out leaflets to properties within 3km of Walleys with information on the regulation approach they are taking (although I never received one on Cheddar Drive!). There is a copy available online. In the leaflet, they again mention the possibility of a June public drop-in meeting.
I have asked the EA for an update on this proposed meeting as soon as possible. I await a reply. I also talked to Aaron Bell last week about our approach to Walleys and he again raised the issue in Parliament to the Environment minister.
The EA have told me they are investigating why odours spiked in late April. We hope to get some more answers in the next Walleys Quarry Liaison Committee later this month.
Waste bins
I successfully got in touch with Groundworks and they agreed that they would happily pay for the invoice to service the dog waste bin on Butters Court. They hadn’t received an up-to-date invoice. I put them in touch with the officers at the council and this has now been resolved.
The broken dog waste bin at Ilkley Place was successfully replaced.
Unfortunately, the misuse of the bin on Bath Road outside Parksite shop continued despite the sticker warnings and the council are removing the bin. I suggested that we relocate the bin rather than lose the service. In Parksite, the other site I suggested was near Ilkley Place, but if there are other sites, I can suggest to them please let me know.
Bath Road development
Cllr. Brown and I had an update from Aspire on the proposed Bath Road development. We both agreed that we would favour the option to include a retail unit in the development so the Parksite shop can continue. The tenant is keen to return and Aspire were open to this. This will come before planning committee soon.
Demolition work is expected to commence in the Autumn and they are hoping the new properties will be finished by the end of next year.
I asked about the bus stop, which will need to be moved to accommodate the new properties.
Silverdale Sidings
We received a written update from Dan Dickenson from the council. The legal case preparation is going well and is on schedule despite officers also being busy with the Baldwins Gate case.
Local Plan
The local plan draft has been published and is due to go out for consultation following approval from the cabinet. There is significant development proposed to Keele Golf Course of around 1,200 homes, although this is less than the 1,800 homes originally proposed in the joint plan with Stoke. Cleary, there will be a balance to be struck between housing needs and protecting green spaces and local services. It is therefore important that we encourage as many people as possible to engage with the consultation. I hope to find out more when Councillors will be getting a briefing from Cllr. Fear on 15th June.
Highways
I have reported more potholes around Silverdale including on Cemetery Road. Some have been repaired including a few I reported on Underwood Road but still awaiting repair of the potholes at the roundabout by The Bush.

NULBC Local Plan: On 25.5.23 Elected Members received a letter from Cllr. Andrew Fear
outlining the consultation process for the Local Plan. If approved at Cabinet on 6.6.23 this will run from19th June until the 14th of August. Cllr. Fear outlined the rational for the plan, identifying a rolling, minimum 5-year supply of land which could realistically be developed for housing. Despite changes in national policy i.e., the move from mandatory to advisory housing targets the administration has decided not to take the option to pause the LP but will go ahead using those targets with no reference to Census 2021 data which indicated the housing needs of the borough have changed. The Labour group are currently going through the information available in order to adopt a position in relation to the LP. This is particularly important for councillors in Audley, Keele, Silverdale and Loggerheads where the bulk of the sites have been identified. This will be the major issue for us for some time.
Planning & housing: Silverdale Sidings Section 106 money An update on legal proceedings was received on 22.5.23. Dan Dickenson had heard from Staffs CC solicitor who having reviewed all the information and has identified some `gaps` which she is asking the planning team to fill in in order to `head off ` any lines of defence from the two companies involved. The solicitor is also finding out about `viability re-assessment provisions` and also copies of invoicing to head off the `you never asked us for the money `argument. The difficulty is the amount of work the planning office is under in order to get all this information ready for the solicitor. However, the solicitor is not anticipating any slippage in the original timescale. Dan will continue to update us as soon as he has any news.
Bath Rd development: A virtual meeting of the task group took place on 24.5.23. Graham Nolan(Head of Development at Aspire) introduced us to the development manager and planning consultant T.Evans.2D plans were shared with the group and questions were asked about parking spaces and timescales. Both ward councillors and PC Chair made it clear we are very keen for the shop to continue in the new development. The plans are flexible, to include either 12 houses and 2 flats or 12 houses and 1 shop with a flat upstairs. The final decision will depend on someone willing to take on the lease, it is therefore imperative we keep in touch with the current lease holder who wishes to continue. Also, we should brief fellow councillors on the planning committee about the importance of retaining the retail unit.
The timeline was as follows: Lease holder leaves in August and all services disconnected. Demolition should be from October. Building should begin Jan 2024. They were not certain of the estimated completion date due to planning applications etc but by end of 2024 all being well.
Environment: No progress to report so far on in relation to a change of use to the untidy business premises on Cemetery Rd, despite my emailing for an update from the owner`s agent on 15.5.23
On 19.5.23 I attended the Staffs CC `Get into walking & cycling event` as we walked from the Wammy car park up to the Apedale Heritage Centre via Four Pond Pool. The health & well-being benefits of walking were highlighted, particularly the social aspect of walking in a group. This team are one of the partners I have invited to my Health & Well being day on 2nd August, details at end of report.
16m 5G telecommunications Mast, High street. Obviously, residents are rightly very unhappy about this `eye sore` in the heart of our community. In my Nov 2022 report to the PC I included a discussion with a Pepper st resident concerned with the location of the mast. After communication with the Chair of SPC and reassuring her that the objection had been raised on 18.10.22. I followed this up by emailing my objections as ward councillor on 21.10.22 to Planning Consultation at NULBC and to the company in question. There is a general feeling in Silverdale, after the pit and the quarry, that this ward could be used as a `dumping ground` for this kind of industrial/commercial development.
Despite these objections, and an alternative site being suggested by the PC permission was granted by NULBC planning office. Paul Lejman, planning officer, emailed me on 3.5.23 about an `alleged breach of planning regulations` in relation to the mast and asked me to contact him if I had any questions. I telephoned him but he was unable to answer my questions and told me Anna Adams, planning officer, had made the decision and I should speak to her. I telephoned and left a message for her to contact me but as yet I have had no reply. Fellow councillors on planning committee have informed me the case did not come through to scrutiny and must have been passed by `executive powers`. The Chair of the PC has now drafted a letter of complaint in the strongest terms following an incident of graffiti on the ancillary boxes at the base of the mast.
Keele Golf Course: Planting of the 850 Lime trees to mark the anniversary of the royal borough charter went ahead on W/B 27.3.23. The leader of the council, Simon Tagg was photographed planting a tree in the Stoke Sentinel. Residents complained to me in the Hayfield Rd area about the amount of NULBC and contractor vehicles around the adjacent streets during this operation. The Chair of the PC also received complaints from residents who back on to the golf course in terms of the lack of consultation. The former KC site has been identified in the new NULBC local plan as a site to develop up to 900 homes. This will obviously have huge implications. Silverdale P.C. are very close to producing their own Neighbourhood Plan after an extensive needs analysis and should be in a good position to critique the LP in relation to reflecting local need in Silverdale.
Walley`s Quarry The next meeting of the last W.Q. Liaison Committee will be on 22.6.23. I am hoping to attend. I have reported the odour twice since my last report including a particularly bad Saturday evening and another occasion whilst driving up through Clayton. A BBC panorama programme aired in May featured the quarry and a former DEFRA officer & waste regulation expert John Galvin said the problems are not due just to the EA but a result of government policy `the government likes to be kind to businesses and have a `soft touch` in relation to regulation. When regulations are cut back or enforcements lightened then problems will occur`.
Streets & Highways:. Residents report they have never known Silverdale roads to be in such poor condition and it is very frustrating as a borough councillor not to be able to see any progress. One resident living on Newcastle road discussed the long term situation and I agreed to put all our concerns in writing to Cllr. Huckfield. I put in 2 further reports concerning a dangerous street sign at the Crescent and a broken tree branch resting on an electric cable on Moffat Ave. With the help of a resident the second case was resolved as an emergency by Staffs Highways, the former is still outstanding on my last inspection. Following my letter, Cllr. Huckfield rang me with an update on 27.5.23 saying a list of `highway jobs as a matter of urgency was given to a Staffs CC highways officer who visited his house. Cllr. Huckfield also said he has voiced concerns about the standard of work undertaken by the contractor and was as frustrated as I was about the lack of progress. When I complained about the deteriorating speed humps on High street he said these had been put in by the PC. I discussed this with the current PC Chair who has no knowledge of it. He also advised me that the Crescent street sign job was actually a B.C. issue so I have now reported it the them also.
Waste & Litter Residents inform me that the bin relocated to Staveley Place is well used and they are pleased with the outcome.
A resident in Madeley street asked me about the possibility of the Council fining people who leave their bins out all week, causing obstruction and a general nuisance to other residents. This is now happening in Stoke, as reported in The Sentinel and I have been in touch with Andrew Bird about NULBC taking up the same policy. This may be something I can ask about at the next Health, Well being & Environment Committee on 14.6.23. I also want to ask about bins being removed by NULBC when they decide they are not being `mis-used`. From my communication with Lyndon Ryder of Streetscene it seems that 10 of the 920 dog and litter bins have been removed. I am worried where this will end and wish to ask what constitutes `litter` and `domestic waste`.
I am still waiting to hear back from Andrew Bird in relation to the policy of fining those who leave their bins out all week.
A resident on Newcastle street reported litter from passing lorries and trucks. She offered to help in our next litter pick having seen Silverdale Labour posts. In the meantime, I saw the contractors organised by W.Q. LTD road sweeping that area and turning up Cemetery road. I also asked NULBC for details about the new state of the art Litter sweepers Lyndon Ryder replied and informed me Silverdale Road is normally swept up to 3 times per year and/if a service request has been raised. These will be actioned when resources allow. Due to major breakdowns and reliability with our sweeping fleet we are way behind with the sweeping programme. The new “state of the art street cleaning vehicles” have not all arrived yet. The only ones that have arrived are the 3 small sweepers. The other 3 larger sweepers are not due to be delivered until Aug/Sept due to the build time. We are still having issues and we are slowly trying to complete the cleansing programme as quick as possible.
Anti-social behaviour: No specific cases reported since the April report. However, it was clear at the PC consultation event on 29.3.23 that this is an issue for residents in the Parade Park area. Unfortunately, residents said it is not worth investing too much in the pavilion and park areas unless we can ensure facilities are `vandal proof`.
General Comments
I attended the Elim Church on High Street on 6/5/23 to watch the Coronation on the big screen and joined in activities with the children e.g. making crowns and flags.
I attended the PC neighbourhood plan consultation event on 29.3.23. I led a workshop on park & leisure facilities.
On Mon 15th May Children form Yr. 4 of Silverdale Primary visited the Library and I gave them a tour and a talk on `Your community library`. The children told me they did not know lots of things about the library e.g. that you could be a member, you could play games there `like chess` and that you could have tea and coffee there! It was a busy day as the visit was followed by my usual Reception class story time and then the baby song & rhyme time.
From Jan-May has been a busy time helping Labour candidates standing in local elections in Stoke, Stone, Stafford and Cheadle. On election day 4.5.23 I served as a polling agent in Meir, Stokeon-Trent. All our efforts were rewarded with a fantastic set of results for the party including the retaking of Stoke council. I learned a great deal about campaigning and the electoral process which will help me in my work in this ward.
Brampton Museum 850 year Celebration event 3.6.23 I will be attending this event in my capacity as Shadow Portfolio holder for Heritage, Leisure & Culture.
CALLING ALL PARTNERS:
Silverdale Health & Well Being day: I am organising this event outdoors in the summer and have had several partners now confirm their attendance. Weather permitting it will be in the garden at Cornerstones Community Centre on Wed 2nd Aug 2023, provisional times 11am-2pm. I would be grateful to any partners at the LAP meeting on 7.6.23, when I will be absent, could inform the Chair of ideas for activities/stalls at the event or any of you that wish to attend.
I will be on holiday 3-11th June and so the next joint surgery will be Sat 1st July at Silverdale Methodism Church. 10am to see Cllr. Brown and 11am to see Cllr. Adcock.
